Before you pay anyone
- Only use a licensed manpower agency, and check it on dofe.gov.np.
- Get a receipt for every payment. Pay by bank where you can.
- Never leave without your labour permit (shram swikriti). Without it you have no insurance and no help from the government abroad.
- Read your contract: salary, hours, food and stay should match what you were told.
Common questions
Which countries are free visa, free ticket?
Malaysia, Qatar, Saudi Arabia, the UAE, Kuwait, Bahrain and Oman. For these seven countries the employer pays the visa and air ticket, and the manpower agency may charge the worker at most Rs 10,000 as service charge. The rule has applied since 2015, and the labour ministry said in April 2026 that agencies charging more will face action.
What fees do I pay for the labour permit (shram swikriti)?
In FEIMS you pay Rs 1,500 to the Foreign Employment Welfare Fund, Rs 2,308 to the Social Security Fund, and foreign employment insurance that depends on your age (Rs 3,708 for 18 to 35, Rs 4,931 for 36 to 50, Rs 9,463 for 51 to 64). The orientation training (PDOT) and medical test are paid to approved centres at their set fee.
The agency is asking me for 1.5 lakh for Qatar. Is that legal?
No. For a free visa, free ticket country the agency can take at most Rs 10,000. Do not pay without a receipt, and report it on 1141, 1111 (Hello Sarkar) or ujuri.dofe.gov.np.
Do I need a manpower agency for Korea?
No. Korea jobs under EPS are government to government and go through DoFE's EPS Korea branch. No person or agency can sell you a selection.
Where do I complain about an agency taking too much?
Call 1141 (Foreign Employment Call Centre), 1111 (Hello Sarkar) or the DoFE toll free line 1140, or file a complaint online at ujuri.dofe.gov.np. Keep receipts, bank slips and messages as proof.
How do I know an agency is licensed?
Check the agency's name and licence number in the list of licensed recruiting agencies on dofe.gov.np before you hand over your passport or money.
