NOC is issued by the Ministry of Education, Science and Technology (MoEST). Apply here: https://noc.moest.gov.np
Steps: 1. Register with email and mobile, then log in 2. Fill personal, academic and destination details. University name, course and intake must match your CAS/offer letter exactly 3. Upload citizenship (both sides), transcripts, offer letter/CAS, scholarship letter if any 4. Pay the fee online (NPR 2,000) 5. Wait for verification, then download the NOC letter
Usually 3 to 5 working days. In peak months (July-Aug, Dec-Jan) it can take longer.

Passport is optional in the NOC form btw, citizenship is the main ID.

Most common rejection = spelling mismatch between citizenship and passport/CAS. Fix that first. Also don't submit two applications for the same intake, it gets stuck.
