Yes, online only: https://psconline.psc.gov.np In the last Nayab Subba advertisement (2081) the fee was Rs 700 for the first group and Rs 200 extra for each additional group or inclusive category (women, Janajati, Madhesi etc.). Check the fee in each new notice because it is printed in the advertisement. Make your profile first (citizenship, academic documents, photo, signature), then apply to the advertisement before the normal deadline. After that there is a double-fee period of about a week.
