Yes, Budget 2083/84 doubled the first slab from Rs 5 lakh to Rs 10 lakh (only the 1% social security tax applies on that part) and cut the top rate from 39% to 29%.
80k x 12 = 9.6 lakh, so if that's your total taxable income after allowed deductions, you'd fall in the first slab. If your employer deducts SSF, the 1% SST may not apply either.
The middle slab details come through the Finance Act/IRD circular, so check ird.gov.np or ask your HR/accounts.
