In KMC it's done through the e-BPS (electronic building permit system): a registered engineer/consultant submits the drawings online, then site inspection, then permit for plinth, then superstructure approval after plinth check, then completion certificate.
Time depends on documents and inspection queue, plan for a few months, not weeks. Use a consultant who regularly files in KMC, they know the current checklist.
