Yes. Under the Nepal Citizenship (Fifth Amendment) Regulations, 2026, people from other districts can now get a duplicate copy in Kathmandu Valley. Each valley DAO covers certain provinces: - District Administration Office Kathmandu: Bagmati, Gandaki and Lumbini - DAO Lalitpur: Karnali and Sudurpashchim - DAO Bhaktapur: Koshi and Madhesh
Kailali is in Sudurpashchim, so go to DAO Lalitpur. Ask the counter for the document list first.
